An inventory of foreign anti-dumping measures against my country's steel products in the first half of 2024!

In the past two years, my country's steel exports have been at a high level. From January to May 2024, my country exported 44.655 million tons of steel, a year-on-year increase of 24.7%, but the "volume increase and price drop" characteristics of hot-rolled coils, wire rods and other varieties are obvious, which has aroused great attention from the outside world, and the risk of trade friction of steel products has increased. According to incomplete statistics, in the first half of 2024, the China Trade Relief Information Network successively announced 52 anti-dumping and anti-subsidy investigations or rulings initiated by foreign countries against Chinese steel products. The varieties involved include wire rods, aluminum-zinc-coated plates, organic coated plates, etc. The details are as follows:

1. On January 11, 2024, the European Commission issued an announcement to make a positive final anti-dumping ruling on bulb flat steel originating in China and Turkey.


2. On January 18, 2024, the U.S. International Trade Commission (ITC) voted to make the first anti-dumping sunset review of forged steel parts imported from China, Italy and Taiwan, China, and the first anti-subsidy sunset review of forged steel parts imported from China.


3. On January 25, 2024, the U.S. International Trade Commission (ITC) voted to make the first anti-dumping and anti-subsidy sunset review of stainless steel drawn sinks imported from China.


4. On January 26, 2024, the Internal Market Protection Department of the Eurasian Economic Commission made the second sunset review of the anti-dumping case of cold-rolled seamless stainless steel pipes originating in China.


5. On March 5, 2024, the Mexican Ministry of Economy issued a notice in the official gazette, making an anti-dumping affirmative final ruling on steel grinding balls originating in China, regardless of the source of import.


6. On March 7, 2024, the U.S. Department of Commerce announced that it had made the fourth anti-dumping rapid sunset review final ruling on concrete steel bars imported from China, Belarus, Indonesia, Latvia, Moldova, Poland and Ukraine.


7. On March 11, 2024, the European Commission announced that it had made the first anti-dumping sunset review final ruling on corrosion-resistant steel originating in China.


8. On March 15, 2024, the Mexican Ministry of Economy announced in the official gazette that it had made an affirmative preliminary anti-dumping ruling on concrete steel nails originating in China.


9. On March 21, 2024, the Mexican Ministry of Economy announced that it had made a preliminary anti-dumping interim review ruling on welded steel chains originating in China.


10. On March 27, 2024, the Ministry of Finance of Chile announced in the official gazette that it had decided to make a preliminary anti-dumping ruling on steel grinding balls with a diameter of less than 4 inches originating in China.


11. On March 27, 2024, the Ministry of Finance of Chile issued an announcement in the official gazette, deciding to make an initial anti-dumping ruling on steel bars originating in China for the manufacture of grinding balls with a diameter of less than 4 inches.


12. On April 5, 2024, the Turkish Ministry of Trade issued Announcement No. 2024/11, making an affirmative final anti-dumping sunset review ruling on steel pipe fittings originating in China, Brazil, Bulgaria, Indonesia, India and Thailand.


13. On April 9, 2024, the Australian Anti-Dumping Commission issued Announcement No. 2024/019 stating that the Australian Minister of Industry and Science approved the first anti-dumping sunset review final ruling made by the Australian Anti-Dumping Commission on steel pallet racks imported from China and Malaysia.


14. On April 12, 2024, the Canada Border Services Agency issued an announcement stating that the first anti-dumping and anti-subsidy sunset review affirmative final ruling was made on cold-rolled steel coils/plates originating in or imported from China, South Korea and Vietnam.


15. On April 17, 2024, the Ukrainian Interdepartmental International Trade Commission issued an announcement to maintain the final anti-dumping tariff rate on steel fasteners including screws, bolts and nuts originating in China.


16. On April 19, 2024, the WTO Safeguard Committee issued a safeguard notification submitted by the British delegation to it. The UK Trade Remedies Agency made the first sunset review of safeguard measures on imported steel products.


17. On April 20, 2024, the Ministry of Finance of Chile issued an announcement in the official gazette that the temporary anti-dumping duty on steel grinding balls with a diameter of less than 4 inches originating in China will be changed from 0% to 22.5% to 33.5%, that is, a temporary anti-dumping duty of 33.5% will be imposed on all Chinese companies involved in the case.


18. On April 20, 2024, the Ministry of Finance of Chile announced in the official gazette that the temporary anti-dumping duty on steel bars originating in China for the manufacture of grinding balls with a diameter of less than 4 inches will be changed from 10.3% to 19.8% to 24.9%, that is, a temporary anti-dumping duty of 24.9% will be imposed on all Chinese companies involved in the case.


19. On April 30, 2024, the Ministry of Economy of Mexico announced that it would make a final ruling on the anti-dumping sunset merger period review of alloy carbon steel pipes originating in or imported from China.


20. On May 10, 2024, the Australian Anti-Dumping Commission issued Announcement No. 2024/011, making the fourth final ruling on anti-dumping exemption for precision steel pipes imported from mainland China and South Korea.


21. On May 27, 2024, the Ministry of Economy of Mexico announced that it would make a preliminary ruling on the anti-dumping period review of seamless steel pipes originating in China.


22. On May 29, 2024, the WTO Safeguard Committee released the safeguard notification submitted by the EU delegation on May 28. The European Commission announced that it intends to make a final ruling on the safeguard review of imported steel products.


23. On May 31, 2024, the European Commission announced that it would make a second anti-dumping sunset review final ruling on stainless steel seamless pipes originating in China.


24. On June 6, 2024, the US Department of Commerce announced that it would make the first anti-subsidy rapid sunset review final ruling on large-diameter welded pipes imported from China.


25. On June 6, 2024, the Canadian Border Services Agency (CBSA) made an affirmative preliminary anti-dumping ruling on wire rods originating in or imported from China, Egypt and Vietnam.


26. On June 7, 2024, the European Commission announced that it would make the fourth anti-dumping sunset review final ruling on wire ropes and cables originating in China on June 6.


27. On June 13, 2024, the Australian Anti-Dumping Commission issued Announcement No. 2024/033 stating that the Australian Minister of Industry and Technology approved the Australian Anti-Dumping Commission's anti-dumping and countervailing new exporter review final ruling on aluminum-zinc coated steel sheets with a width greater than or equal to 600 mm imported from the Chinese exporter Zhejiang Huapu Eco-Friendly Materials Co Ltd.


28. On June 15, 2024, the Indian Ministry of Commerce and Industry issued an announcement to make the first anti-subsidy sunset review affirmative final ruling on welded stainless steel pipes originating in or imported from China and Vietnam.
